Child Friendly Village Planning Programme – Krishnagiri District
The Child Friendly Village Planning Programme is an innovative approach initiated in 2006 – 07 to achieve the Millennium Development Goals for children and women in Krishnagiri district. The Krishnagiri District Administration has linked up with UNICEF and NGO partners to accelerate programmes, initiatives and activities that would yield results for women and children.
Objective
  Eliminate Female Feticide, Female Infanticide
  Reduce Maternal Mortality
  Reduce Infant Mortality, Child Mortality
  Ensure all babies are delivered in hospital
  Ensure all births are registered and given birth certificates
  Ensure exclusive breastfeeding for 6 months for all children
  Ensure universal consumption of iodized salt by all families
  Reduce anemia among women, adolescent girls and children
  Ensure all children 6-36 months receive 5 doses of Vitamin A
  Eliminate Child labour and ensure all children enroll in schools
  Ensure all children are in good quality schools and master all competencies
  Ensure universal coverage of Protected drinking water supply
  Ensure hand washing with soap after defecation and before eating food
  Ensure universal use of toilets including in all schools
  Eliminate Child Sexual abuse and exploitation & trafficking
  Ensure that all adolescents have HIV/AIDS awareness, and know how to protect against HIV/AIDS
  Ensure access to services of all antenatal mothers attending antenatal clinics where PPTCT centres have been established.

Activities during Village Planning
  It’s a five day exercise at the village level where communities through various exercises assess and analyze their situation with the help of various participatory tools that include
  Village mapping

  Weighing every child under36 years and plotting the growth chart and understanding the concept of growth monitoring and promotion
  Cleaning the village and construction of soak pits, vermiculture units, toilets etc.
  Gender analysis and discussing issues related to women’s empowerment
  Developing the Village Action Plan where focus is on community action

  Handing over the village action plan to the gram panchayat and Village Volunteer Force.

The CFVP programme has been implemented in 8 blocks in Krishnagiri by Myrada and IVDP and its partner NGOs till December 2007 As a result of the initiative, a VVF having 30 youths per panchayat has been formed. They have been provided preliminary orientation and sector wise trainings every month by trained facilitators.

The District administration has organized Panchayat Level Convergence Committee (PLCC) in all panchayats. On the first Friday of every month the PLCC has been conducted by the Panchayat Presidents. All Govt. field functionaries in the panchayats, SHG, VVF, facilitators participate in the joint meeting. The PLCC links the service providers and communities. Issues raised by VLMC, VVF are solved or referred above for action. As a result of the CFVP programme the following results are achieved in various sectors.

Achivements
  A steady increase in all developmental indicators except construction of individual House Hold latrines (IHHL) from a mere 24000 in 2005 to 100000 in 2007.
  There were 11600 out of school children in 2005. But at the end of 2007, there were only 1760.
  The percentage of under nourished children in 2005 was 38%. But by the end of 2007, it was reduced to 20% (Source IVDP survey).
  The consumption of iodized salt was 29% in 2005. But by the end of 07, it was 93%.
  The institutional deliveries were 66 % in 2005. But it has gone up to 93% in 2007.
  Only 6% birth certificates were issued in 2005. But in 2007 it was 95%.
